Government Tender Document Translation in the UAE (2026)

Government Tender Document Translation in the UAE (2026)

The Short Answer

A UAE government tender file usually contains two kinds of document. Legal and corporate documents (trade licence, memorandum of association, power of attorney, board resolution, joint-venture agreement) need a certified translation by a translator licensed by the UAE Ministry of Justice (MOJ) whenever they are not already in Arabic or in the language the tender asks for. Technical and commercial documents (method statement, CVs, project references, catalogues, bill of quantities) need accurate specialist translation that matches the terminology of the tender’s scope of work. Foreign-issued documents must be attested before they are translated, so the translation covers the attestation stamps.

Smart World Legal Translation (SWLT) is an MOJ-licensed translation office in Abu Dhabi. We translate tender and supplier registration files from 50+ languages, from AED 80 per 200-word page (excl. 5% VAT).

Where Tenders Are Published

Federal entities buy through the Ministry of Finance’s Digital Procurement Platform. Suppliers register in three stages: basic registration, a qualification stage in which they upload the documents required for their supplier type (for a local company, typically the trade licence, the tax registration certificate and the owner’s passport), and activation. The National In-Country Value (ICV) certificate carries real weight when federal bids are scored. Abu Dhabi and Dubai government entities and government-owned companies run their own e-procurement and vendor registration portals, and each tender’s documents say which language versions are accepted.

Arabic is the official language of the UAE, so many entities ask for legal documents in Arabic, or for an English original with a certified Arabic translation, while accepting technical schedules in English. Always follow the language clause of the specific RFP.

Step by Step Before the Closing Date

1. Extract the document checklist from the RFP

List every required document, the language it is in and whether the entity wants a certified Arabic version, a bilingual version or accepts English.

2. Finish attestation of foreign documents first

Board resolutions, POAs and commercial registers from abroad go through home-country legalisation, the UAE embassy and the UAE Ministry of Foreign Affairs (MOFA). MOFA fees are paid to the government (currently AED 2,000 for a commercial document). See our MOFA attestation guide.

3. Agree one spelling for names

Fix the Arabic and English spelling of the company name, signatories and job titles exactly as they appear on the trade licence and passports.

4. Send legal documents for certified translation

POAs, JV agreements, tax certificates and declarations are translated and stamped by an MOJ-licensed translator. Our guide to translating board resolutions explains the format.

5. Translate technical and financial parts in parallel

Method statements, CVs and financial statements are translated by specialists while the legal stamps are completed.

6. Final check and upload

Pair each translation with its attested source, combine the PDFs in the order the portal expects and check file-size limits well before the deadline.

Common Mistakes That Lead to Clarifications or Disqualification

Three errors come up again and again in UAE bid files:

  • Translating before attestation. If a foreign certificate is translated first and attested later, the final document carries stamps that the translation does not show, and the evaluation committee may ask for a new translation.
  • Machine-translated proposals. Evaluators notice awkward wording quickly, especially for terms such as provisional sum, retention money and liquidated damages. See human vs AI legal translation.
  • A POA that does not match the signatory’s role. If the translated POA authorises “submitting offers” but not signing binding contracts or tender declarations, the entity’s legal team may question the signatory’s authority.

Frequently Asked Questions

Does every UAE tender require MOJ-certified translation?

No. Certified translation is needed for official and legal documents that are not in an accepted language. Technical documents usually need professional, accurate translation unless the RFP asks for every attachment to be certified.

How much does it cost to translate a tender file?

From AED 80 per 200-word page for Arabic and English, AED 100 for French, AED 150 for German, Italian or Turkish, and AED 250 for other languages such as Chinese, Russian or Urdu (all excl. 5% VAT). Urgent work is priced on request, and large files receive discounts. We quote the full file after checking the language pairs, page count and deadline.

Can you work to a tender deadline?

Yes. Short legal documents are usually ready the same day or within 24 hours. For large files we split the work across specialist translators with one reviewer, so the terminology stays consistent. Send the file as early as you can.

Our parent company documents are in Chinese or Russian. Can you translate them directly into Arabic?

Yes. We translate from 50+ languages directly into Arabic and English, with no need for an English intermediate version.
