What MOFA Attestation Is — and When You Need It
The UAE Ministry of Foreign Affairs (formally MoFAIC — Ministry of Foreign Affairs and International Cooperation) is the final federal stamp in the document legalization chain. MOFA attestation confirms that a document — and the seals already on it — are genuine, so that it can be accepted either by UAE authorities (for foreign-issued documents) or abroad (for UAE-issued documents).
You will typically need MOFA attestation when:
- Bringing a foreign document into UAE use: a degree certificate for a work permit, a marriage certificate for a family visa, a birth certificate for school enrollment. The document must first be attested in its country of origin and by the UAE embassy there — then MoFAIC attests it inside the UAE. Foreign-language documents also need certified legal translation into Arabic.
- Sending a UAE document abroad: a UAE court judgment, commercial license, or personal certificate that a foreign authority must accept. MoFAIC attests it first; the destination country's embassy legalizes it after.

Digital vs Courier: The Two Attestation Routes
1. Digital attestation (UAE-issued documents)
If your document was issued in the UAE and carries digital verification features — a QR code, barcode, or verifiable reference number — you can use the fully online route. You upload the original digital PDF (not a scan), MoFAIC verifies it directly with the issuing authority, and the attested document is delivered electronically, typically within 2 hours during official working hours.
2. Courier-based attestation (physical documents)
Foreign-issued documents, and UAE documents without digital verification, go through the courier route: you apply online, a courier collects the physical document, MoFAIC applies the physical attestation stamp, and the document is returned in 1–3 business days depending on the courier provider. Documents must be unlaminated, original or pre-certified, and in Arabic or English (or accompanied by a certified translation).
The Step-by-Step Process
- Complete the prior steps first. Foreign documents: attestation in the country of origin + UAE embassy attestation there. UAE documents: certification by the issuing authority (e.g., a degree needs the education authority's stamp first).
- Get the certified translation if needed. Any document not in Arabic or English needs a certified legal translation attached before submission (see below).
- Sign in with UAE PASS on the MoFAIC website or smart app.
- Fill the smart form and upload the document. The system automatically determines the digital or courier route from the issuing authority and document type.
- Pay the fee (AED 150 personal / AED 2,000 commercial).
- Receive the attested document — electronically for the digital route, or by courier/collection for physical documents.
The Translation Requirement — Where Most Applications Fail
MoFAIC processes documents in Arabic or English only. A document in any other language — a Russian birth certificate, a Chinese commercial license, a French court judgment — must be accompanied by a certified legal translation before submission. Two details matter:
- The translation must come from a UAE MOJ-licensed translation office with a sworn translator's stamp. A translation done abroad, or by an unlicensed office, is routinely rejected.
- The translation must be attached to the document before attestation, so the attestation covers the set. Attesting first and translating after often means re-submitting.

Common Mistakes That Cost Time and Money
- Wrong sequence. Attesting at MOFA before origin-country and UAE-embassy attestation (for foreign documents) gets the file bounced.
- Laminated documents. MoFAIC cannot stamp laminated originals. Delaminating at home usually destroys the document — get a new original instead.
- Uncertified translations. A translation without an MOJ-sworn stamp is treated as no translation at all.
- Scans instead of digital originals. The 2-hour digital route needs the original verifiable PDF, not a scan or photo of it.
