The Two Directions of Legalization
"Embassy attestation" means two different journeys depending on which way your document is traveling — and mixing them up is the most expensive mistake in this field:

Outgoing: Legalizing a UAE Document for Use Abroad
The order is fixed, and each stamp builds on the previous one:
- Issuing-authority certification. The document must be official at source — court-certified, chamber-of-commerce stamped, or notarized as its type requires. See the MOJ attestation guide for the judicial layer.
- Certified translation into the destination country's language (or English if accepted), by a licensed office, attached to the document — most embassies require the translation inside the attested set.
- MOFA attestation — the UAE federal stamp (AED 150 personal / AED 2,000 commercial).
- Destination-country embassy legalization — the embassy in Abu Dhabi (or consulate in Dubai) verifies the MOFA stamp and adds its own. Fees and processing times vary widely by country — from same-day to several weeks.
Rule of thumb: no embassy will touch a UAE document that hasn't been MOFA-attested first. If a service promises "direct embassy attestation" skipping MOFA, the file will bounce.
Incoming: Legalizing a Foreign Document for UAE Use
- Origin-country attestation: the document is certified by the competent authority in its home country (foreign ministry or equivalent).
- UAE embassy attestation there: the UAE embassy or consulate in that country attests the document. This step cannot be done from inside the UAE — if it was missed, the document usually has to travel back.
- MOFA attestation in the UAE: MoFAIC verifies the UAE embassy's stamp.
- Sworn translation into Arabic: for use with courts, GDRFA/ICA, MOHRE, MOE and most authorities, an MOJ-sworn legal translation completes the file.
Apostille vs Legalization — the UAE Position
The UAE is not a party to the Hague Apostille Convention. An apostille from France, India, or the UK does not by itself make a document valid in the UAE. Documents destined for UAE use need the full consular chain described above, whatever apostille they already carry. (The apostille may still be required by the origin country as its own internal certification — it just doesn't replace the UAE embassy + MOFA steps.)
The Translation Layer
Every legalization chain has a language moment, and it decides whether the file is accepted:
- Outgoing files: translated into the destination language by a licensed office before MOFA, so the embassy legalizes the complete set. Some embassies additionally require their own approved translators — check first.
- Incoming files: translated into Arabic by an MOJ-sworn translator after MOFA — this is the version UAE authorities will actually read and act on.
- Names must match passports exactly. The most common rejection reason we see is a name spelled differently across the translation, the passport, and the visa application.

Practical Notes by Embassy (Abu Dhabi)
- Book before you go. Many embassies in Abu Dhabi accept legalization files by appointment only, on limited weekdays.
- Fees vary by nationality of document and type — commercial documents often cost multiples of personal ones, mirroring the MOFA pattern.
- Some consulates sit in Dubai, not Abu Dhabi. Check whether your destination country handles legalization at its Abu Dhabi embassy or its Dubai consulate — jurisdictions differ.
- Processing runs same-day to several weeks. Plan property transactions and court deadlines around the slowest link, which is almost always the embassy.
- Keep the set intact. Embassies legalize the bound set (document + translation + attestations). Never separate pages after stamping.
